Institutional strengthening of the systems for collecting and analyses of data in the public sector, integration of indicators for rule of law and control of the corruption in the state strategies, as well as introduction of mandatory transparency of all state institutions through publishing data in an open format, development of program for education for managing data in the public sector and promotion of the portals for open data with improved visualization for analytical and comparative analyses, are draft recommendations from today’s 4th session of the Working group 6 “Anticorruption” (Chapter 5-Public procurements; Chapter 18-Statistics; Chapter 32-Financial control) entitled: “The data we trust: A prerequisite for a stronger economy and an effective fight against corruption”, held in Skopje, organized by the European movement in the Republic of North Macedonia within the project National convention for European union in the Republic of North Macedonia (NCEU-MK).

Reliable and quality data are crucial for proper realization of the reforms necessary for EU was one of the key conclusions from today’s session.

In her introduction, Mileva Gurovska, national coordinator of NCEU-MK and president of the European movement in the Republic of North Macedonia emphasized that statistics is reiable as much as the public and institutions have trust in it.

„It is no coincidence that Chapter 18-Statistics is in Cluster 1-Fundamental values. Prevention and fight against corruption is not challenge only for Cluster 1, but basic precondition for the whole process of European integration of our country“, Gurovska said at today’s session.

Аnita Angelovska Bezoska, governor of the National bank of the Republic of North Macedonia highlighted that the central banks are not only users of the statistical data, but also producers of statistical data.

„The central banks are one of the key chains in each statistical system. There is no doubt that good statistics is precondition for good decisions and policies, that enables the central banks to tun good monetary and financial policy. As economies evolve, statistics must evolve as well“, the governor stated, adding that the National bank of the Republic of North Macedonia has undertaken series of activities for improving the process of informing and communication with the public.

Dejan Stankov, acting director of the State Statistical Office of the Republic of North Macedonia believes that the mission of this institution is to produce exact, relevant and objective data for the public. According to Stankov, the official statistics are a key instrument for transparency and accountability of the public policies.

„We are witnesses of explosion of information. In an era of social media and alternative statistics, reliable data are needed more than ever. The State Statistical Office is directed towards continued promotion and strengthening of its’ capacities”, acting director Stankov said.

In his introduction, Mojmir Mrak, professor and a Jean Monnet Chair holder at the Academic Unit for Money and Finance at the Faculty of Economics, University of Ljubljana, explained the process of adjustment of the Slovenian system according to the European, emphasizing that in this process implementing the reforms is of crucial importance.

„Good statistics is infrastructure for normal economic and social development of every country. Statistics is basis for good regulative. If the country cannot fulfill the conditions of the European commission, the money does not come to the country. If you wish to show reforms, you must have good indicators, and for that you need data. That’s why the data are extremely important”, Mrak stated.

Maj ERICSSON GOTHER, consultant on the project “Strengthened capacities for the production of statistics in accordance with the needs of the users and the requirements of the EU”, State Statistical Office highlighted that the statistical data play crucial role in development of the state. According to Ericsson Gother, it is necessary for statistical authorities to be independent from other political, regulatory and managing bodies, as well as from private operators so that credibility of the statistical data and proper resources can be secured.

Dragan Tevdovski, NCEU-MK expert and professor at the Economic faculty within the University “St. Cyril and Methodius” in Skopje, emphasized that if we want to decrease corruption, the institutions should be fully open to the public and all agreements and annexes to be published by the Bureu for public procurements. One of the strongest measures against corruption, Tevdovski said, is publishing of consolidated balance sheet of the public sector, while one of the main mechanisms for fighting informal economy is forbidding cash payments.

Tevdovski spoke also for the need of publishing the annual tax statements as it is the case with Finland.

Joana Madzoska, economist in World Bank believes that we can not have good economic policies without good macroeconomic data. She spoke that in terms of good governance, it is necessary depolitization of the public sector, replacement of political employments with professional ones, as well as strengthening of the capacity of the institutions and digitalization.

Blagoja Pandovski, president of “Transparency International Macedonia“ has explained the role of this NGO in fighting corruption, adding that often the corruption is not being prosecuted by whole chain of instituons in charge for it.

The participants at today’s session have highlighted the role of the relevant and exact data as precondition for securing growth and development of the state, but also crucial in the process of carrying out public policies and making rightful decisions by the citizens.

The first North Macedonian network of civil society organisations was introduced in early 2024 thanks to the efforts of the European Association for Local Democracy - ALDA Skopje.

The national network strives to maintain a well-balanced and diversified profiles of North Macedonian entities, from different disciplines, to ensure complementary, promote mutual understanding and participatory approaches.

General Information

ARNO is an organization for social innovation established in N.Macedonia in 2013 with the special mission of developing and implementing social innovation and promoting new options and contemporary approaches to societal change. In a short time, ARNO became recognized as a ground-breaking leader in the field of social and green entrepreneurship as a result of managing the regional “Balkan Green Ideas Competition'' and its role as a local incubator for social entrepreneurs in the regional program RISE (Regional Incubator for Social Entrepreneurs). As a result, ARNO is acknowledged as a national resource and support and awareness-raising organization for green and social enterprises. Alongside, ARNO works with high schools, universities, VET providers, and adult learning centers from Europe, and co-designs educational curriculums, innovative concepts, and modern methodology for teaching and acquisition of skills in green social entrepreneurship and philanthropy. ARNO is a member of several networks: the National Youth Council of Macedonia (N.Macedonia), DIESIS Network (Belgium), Y-PEER N. Macedonia, the Platform for Civil Society Organisations and Local Authorities (N.Macedonia), and UNFA Men Engage Program CEE.

Mission and Objectives

ARNO`s vision is to create a sustainable and just society that is thriving, scaling up through innovation, collaboration, and creativity, led by empowered communities and future generations. ARNO`s mission is to develop and support social innovation through the design of new options and support to diverse social and green initiatives, which are developed by active, independent citizens who act jointly, experiment, collaborate, and contribute towards a more inclusive and progressive society. ARNO works in four main program directions with the following objectives: Green and Social Entrepreneurship - Objective: To create a community of green and social enterprises is growing, with improved quality and impact of business and doughnut economy introduced as a concept. Youth Education and Philanthropy - Objective: Entrepreneurial, VET and philanthropic educational curriculums are available and extensively utilized within formal and nonformal initiatives, meeting the needs of students, teachers, and youth workers. Social Innovation - Objective: The principles of open innovation, social innovation, and design thinking are implemented and embraced as effective methods for collaborative problem-solving, while the doughnut economy is introduced as a new entrepreneurial paradigm. Connectivity Program - Objective: Created a community of like-minded people and media that collaborate and practice a culture of sharing data, information, resources, and inspiration.

Main Projects / Activities

Green and Social Entrepreneurship: Green Ideas Competition 2013- ARNO has led the Balkan Green Ideas Competition, a regional program funded by the Rockefeller Brothers Fund. It supports the establishment and development of small green businesses by providing training, mentoring, and seed funding (up to 10.000 US dollars). Thus far, more than 300 individuals and small companies applied and participated in the competition. Regional Incubator for Social Entrepreneurs - 2019- ARNO acts as the local incubator in the project RISE aiming to open new spaces for reconciliation for youth from Western Balkans through social entrepreneurship. The project empowers young people to become actors of change within their community(ies) by developing solutions with social and environmental impact. ARNO supports the development of green social business ideas for young people through ideation and incubation programs offering training, mentoring, networking, and seed funding for their businesses (up to 5.000 euros). Thus far, more than 120 young people participated in the program. YouCanBe - a project for empowering young people on social and green entrepreneurship that offers workshops and digital tools for the start of their social enterprise journies. SEEDS of Inclusiveness – Social Enterprises for Economic Development and Social Inclusion - The overall objective of the project is to develop a more inclusive society through strengthening social enterprises and fostering their cross-border cooperation. It encourages cross-sectoral and cross-border networks between social enterprises, local businesses, and authorities through the Academy of Social Economy, mentorship for the selected social enterprises, and online networking forums. Youth Education and Philanthropy: ARNO works with universities and high schools from North Macedonia and Europe in establishing teaching curricula in formal education on the topics of philanthropy, social, and green entrepreneurship through the Erasmus+ programs and other EU funds. In this segment, ARNO creates curricula, booklets, toolkits, and other educational materials, and educates teachers and students on such topics through projects such as Students Today, Responsible Entrepreneurs Tomorrow, the S.E.E.D project, Innovative Social Entrepreneurship with Youth Engagement project and others. Social Innovation: The project “EICEE – Western Balkan Eco-Innovation and Circular Economy Ecosystem” strengthens the capacities and engagement of civil society organizations in policy development leading to green and digital transition in the WB region. The primary value of the action is set with a defined impact on the capacities of the social economy actors and the perception of the industry and the public sector on the use of resources in a sustainable way and based on the concept of eco-design. Under this project, ARNO aims to open the first Repair Shop in Skopje, North Macedonia The project, “Coolinary in Action – Social Entrepreneurship 4 Impact” is inspired by the fruitful collaboration between ARNO and the State VET School for Gastronomy and Hospitality “Lazar Tanev”. Тhis partnership, since 2013, demonstrates the perfect recipe for success, generating positive outcomes in the areas of VET, youth employment prospects, and social economy. “Coolinary in Action” aims to increase employability, tackle underemployment, and facilitate the transition of students into the job market through social entrepreneurship, especially among youth with fewer opportunities. Parcours for the Future project - The consortium aims to collect and exchange knowledge on modes of transformations in sustainability and digitalization with experts and practitioners from European economies like Italy, Romania, North Macedonia, and Germany, and use the experiences to create practical tools for young people in the form of "Parcours" - stages and scenarios for developing green and digital skills in a gamified and interactive way. Connectivity Program ARNO has an alumni community of more than 450 individuals, NGOs, and small enterprises that connect the country with the EU and the rest of the world. Through our social media and communication channels we share news, stories, and other important information for promoting and connecting ecosystems, people, talent, and innovation. ARNO has produced the first Registry for Social Entreprises to raise awareness about the situation and needed support to the social economy ecosystem. How can you contribute to the Network in your country?

ARNO is one of the pioneers of social and green entrepreneurship in the country, predominantly working with young people. As an organization, we use these concepts to facilitate exchange, connection, and intercultural dialogue between young people. Our program RISE overall aims to create reconciliation and intercultural learning through social entrepreneurship in the Western Balkans, a region with latent conflicts and tensions. Under this program, we have developed a methodology for young social entrepreneurs and an intercultural component that can be used in the Network`s work and activities. Moreover, ARNO is one of the leading and most vocal organizations for the betterment of the social economy ecosystem in North Macedonia, promoting values of equality, solidarity, understanding, and intercultural dialogue for the creation of more prosperous societies. We have a lot of experience and expertise in communications and outreach and developed social media channels that can be the voice of youth, civil society professionals, and others to facilitate legal and policy change. Our staff has been involved as key experts in the development of legal and policy frameworks for social entrepreneurship, youth policies and standards, youth work, and others, that can be useful for the Network as well. We are also trainers, policy researchers and experts in topics of green and social economy. Last but not least, we are a social innovation organization that always tries to bring and also promote good practices, standards, innovations, and success stories to North Macedonia, and vice-versa. Working internationally, we have access to a lot of knowledge, tools, expertise, and experience that we can offer to the Network and connect its members with other EU partners.

Why do you want to join the ALF Network?

Our motivation is multifold: First, we have followed the work of the Foundation for many years, and we have interacted with and attended events of the Foundation`s grantees such as festivals, biennales, etc. and we appreciate what the Foundation has been doing in promoting mobility, intercultural exchange, and support to young people. We do the same through similar, but also different concepts and tools, thus, we believe our values and the Foundations and its member's values are aligned and compatible. Second, we see our membership as a valuable opportunity to learn and grow. As mentioned, we act internationally and we have international partnerships that we want to nurture, support, and further enlarge. This membership will grant us access to more people and organizations, as well as it may support us technically and financially to establish new partnerships and create something new. Third, we are part of several networks, and our experience thus far is excellent. We try to utilize these memberships to create contacts and common activities and projects. Almost all of our projects are network-based partnerships. This approach has been successful and we see the network besides other things as a way to enrich our portfolio. Fourth, we believe that the network will bring the civil society organizations closer and will be a driving force for better and more open collaboration, much needed in the times of decline of the civil society in North Macedonia. Having regular contacts and exchanges will inspire us to come together and give us the leverage as an organization and network to make more substantial changes in the community.

Association "Center for Sustainable Community Development - CSCD in Debar is a voluntary, non-profit, non-governmental, non-partisan association of citizens, formed on October 2006 by free association of citizens to exercise, protect and align their interests and beliefs to promote civil society and local communities, and to perform the activities for promotion of moral values , strengthening of inter-ethnic relations and economic development in the territory of Macedonia and abroad, and in accordance with the Constitution and law.

General Information

Horizon Civitas was founded on November 2017 as an organization for encouraging civic activism and social responsibility in local and national level. Its team members include four young women and men working in various positions (chief executive, program director, project assistant, and a financial manager). Horizon Civitas ensures activity and overhead organizational costs from project applications. Since its establishment, Horizon Civitas has lead or partnered implementation of 15 projects, in the fields of: countering radicalization and violent extremism, interfaith and intercultural dialogue, preventing organized crime, reintegration of vulnerable community members, and local philanthropy. HC have signed MoU and close cooperation with various public institutions, as well as CSO networks in the abovementioned topics.

Out mission is to enhance civic engagement, strengthen the level of democracy in society, and help the full implementation of freedoms and human rights. Our objectives are: - To initiate the development in the field of social, cultural and policy-making activities of citizens in order to raise awareness of active and responsible participation in the society. - To establish network for easily bringing together people who wish to contribute in local and national level with their activism within the framework of social responsibility. - To develop social and cultural competences and skills of participants through exchange of ideas and experiences. - To enable equal participation of citizens in implementation of their rights and freedoms in Republic of Macedonia, through projects and coordination of activities.

Horizon Civitas has a solid experience in the topic of countering radicalization and promoting interfaith dialogue. The Association for Education and Integration "EDU-AKTIV PLUS" Bitola, established by seven teachers from “Gorgi Sugarev” Primary School, focuses on improving the quality of life and rights access for all children, especially Roma, children with special needs, and socially neglected children while considering gender, age, and urban/rural divides. The NGO collaborates with parents, local communities, service providers, and government entities to foster comprehensive educational approaches and fight against segregation and discrimination. Their strategic goals include promoting democracy, human rights, youth activism, cultural heritage, and inclusive education. Key staff members possess extensive experience in education, multicultural projects, special needs education, and international collaboration. The organization aims to contribute to systemic policy changes, provide professional development, and participate in initiatives like the Erasmus Plus project to enhance inclusion and educational quality.

Mission and Objectives

The mission of the Association for Education and Integration "EDU-AKTIV PLUS" Bitola is to develop and implement inclusive projects that benefit all citizens, regardless of gender, age, religion, nationality, or disability. The Association aims to raise awareness about societal needs and issues, providing information, counseling, and education. Its strategic goals include promoting democracy, human rights, acceptance of marginalized groups, and organizing informal education for youth and special needs individuals. The organization focuses on youth opportunities, fostering cooperation, humanitarian actions, volunteerism, and global and EU integration discussions. It aims to enhance entrepreneurial skills, cultural heritage, and artistic expression while supporting professional development and tolerance among children and youth. The Association addresses the needs of vulnerable groups through targeted programs and community awareness, promoting good governance, social cohesion, and regional cooperation. It collaborates with other entities to enhance education, encourage membership development, and support teachers' professional knowledge.

Main Projects / Activities

Experience and Competences of Key Staff for the Project Daniela Lavurovska: An English language and literacy professor with 20 years of teaching experience. She has spent over a decade as a project coordinator and school board president at "George Sugarev" Primary School in Bitola. She organized a significant intercultural exchange in Switzerland, supported by the Pestalozzi Foundation, which fostered students’ education on anti-discrimination and children’s rights through teamwork. Irena Milenkovska: A German language teacher with 7 years of experience, she engages in extracurricular activities promoting multiculturalism and has collaborated with the Society for Macedonian-German Friendship in Bitola. Irena supervises student cultural exchanges in Switzerland and focuses on developing students' teamwork and well-being. Daniela Ristova: With 15 years of experience as a Geography teacher, she has led students to success in state competitions. She is involved in projects to enhance multicultural cooperation and has organized activities promoting multiculturalism among Roma, Macedonian, and Albanian students. MA Jasminka Sekulova: An English teacher with 18 years of experience, Jasminka has participated in numerous educational technology projects and coordinated international collaborations with Swedish schools, enhancing her expertise in digital content and innovative teaching methods. Dr. Aneta Hristova: A special educator with 25 years of experience, she specializes in educating children with special needs. Aneta has contributed to research and training on education and rehabilitation for vulnerable groups and has been involved in improving programs for Roma education and inclusive education. As an association, "EDU-AKTIV PLUS" aims to leverage these experiences to participate in the Erasmus Plus project, focusing on fostering inclusion and comprehensive educational improvements. Оur NGO also collaborates with parents, local communities, service providers, and other institutions, including local and national governments, in an effort to approach education comprehensively. We have an excellent collaboration with the other local NCOs such as : Sfera, Semper, Bairska svetlina, MKC,Geosfera, the local municipality etc. Experience has demonstrated that such broad-based coalitions are necessary for success. In collaboration with other NGOs, our aim is to mobilize all the will and resources for systemic policy changes that work against segregation and all forms of discrimination.

How can you contribute to the Network in your country?

The Association for Education and Integration "EDU-AKTIV PLUS" Bitola can significantly contribute to the network in North Macedonia by leveraging our extensive experience in inclusive education, multiculturalism, and community engagement. We can utilize our expertise in working with marginalized groups, such as Roma children and those with special needs, to advocate for inclusive policies and share best practices for inclusive education across the network. Through our successful projects in promoting intercultural dialogue and cooperation, we can contribute to the network by organizing workshops and seminars that highlight the importance of cultural diversity and tolerance. We can leverage our established partnerships with local NGOs, schools, and government entities to foster collaborative initiatives, share resources, and create a stronger, united front for educational and social reform. We can share our experience in project coordination and advocacy to influence policy-making and promote systemic changes that benefit vulnerable populations.
